SMART IT People has a contract to hire opportunity for a SAS Technical Manager (Project Manager/Business Analyst) in Effingham, IL for a Financial Services client. The job is 100% onsite; the contract duration is 4-5 months. No C2C, direct candidates only. Must be able to convert to full-time without the need for visa sponsorship.
Bachelor’s degree or equivalent experience.
8+ years of demonstrated project management experience.
Financial Services experience is preferred.
PMP Certification is a major plus.
PM experience of large projects is preferred.
Demonstrated working knowledge of formal project management methodology (SDLC or AGILE is preferred).
Demonstrated experience leading projects of moderate to high complexity (e.g. risks, budgets, timelines) – spanning multiple business units, with length of over a year. PM experience of SAS projects is required.
Business Analyst who can collect requirements from the business and translate them to functional specs and manage the development and supportis preferred
The client is implementing an SAS\Oracle Enterprise Data Warehouse solution. This position will be a combination of a Project Manager and Business Analyst. The position will manage an implementation team and projects (so Project Management experience is required). The candidate will create and execute project plans to implement and enhance SAS deliverables. Ideally, they would be someone who can collect requirements from the business and translate them to functional specs and manage the development and support. Experience with SAS MA, SAS RTDM, CECL, or Credit Scoring would be preferable.
The Technical Manager will be responsible for managing the overall planning, execution, and delivery of high complexity (e.g. risks, budgets, timelines) IT projects with minimal supervision. The Project Manager is focused on ensuring project results contribute positive business value and meet agreed on scope, cost, schedule, and quality objectives.
The consultant must have excellent communication skills and must be able to communicate about the techniques developed and results of analysis both to executives and other analysts in the organization.

Defines the project scope, schedule, budget, and resources.
Creates and manages all project management artifacts adhering to client’s methodology to successfully deliver the project.
Identifies the knowledge and skills required for project team resources and the appropriate division of project roles and responsibilities on the project.
Provide a central point of accountability for all data modeling, data mining and metrics staff and personnel across all business units/areas to ensure consistency of metadata management methods, impacts, communications and reporting.
Collaborate with other areas to ensure that all changes to underlying systems, processes and procedures are reflected in the repository of metrics documentation.
Proactively manage the team’s performance by coaching, managing, and developing employees.
Develops team orientation materials and communicates these to team members.
Demonstrated organizational skills with the proven ability to prioritize work.
Proven ability to communicate technical information to a non-technical audience.
